How do I design a government / political system for my fantasy world?

Start with two questions: who has power, and who is unhappy about it. Power can come from heredity, election, religion, money, force, or magic. Unhappiness can come from anyone shut out of those channels. Your story's political conflict lives in the gap. You don't need to design every law; you need to know what the protagonist's relationship to power is, and what would change that relationship.
